IMMIGRATION
PROVINCIAL NOMINEE PROGRAM: Saskatchwan
     

Saskatchewan is looking for immigrants who can help expand and diversify their growing economy. SINP provides expedited immigration processing, in affiliation with Citizenship and Immigration Canada (CIC), for internationally educated and trained workers.

Each of Canada’s provinces has its own need of different categories of immigrants based on its economic needs such as skilled workers, Business professionals and others such as Students, Health Professionals & Farmers etc.

The Saskatchewan Immigrant Nominee Program (SINP) currently has seven categories for provincial nomination:

  1. Skilled Workers
  2. Entrepreneurs
  3. Family Members
  4. Long Haul Truck Drivers
  5. Health Professions
  6. International Students and
  7. Farmers
 
   
Skilled Workers:
   
 

This type is for skilled workers, professionals or managers who have a full-time, permanent job offer from a Saskatchewan employer. It is divided into three sub-categories: Skilled Workers/Professionals, Critical Occupations and Existing Work Permit.

You may apply to the Saskatchewan Immigrant Nominee Program (SINP) under the Skilled Workers category if you have an offer of Permanent full-time employment in Saskatchewan:

  • As a skilled worker or professional; or

  • In a management position; or

  • Have worked in Saskatchewan for a minimum of six months on a temporary work permit.

To be eligible in Skilled worker sub-category you must:

  • Have a confirmed permanent full-time offer of employment with a Saskatchewan employer;

  • Be applying in an occupation or trade that falls into the NOC Matrix level “A” or “B” or is equivalent to an apprenticeship-able trade in Saskatchewan;

  • Score a minimum of 35 points on the Self-assessment form.

The applicant must score a minimum of 35 points. The assessment is based on 8 factors that include Education, Work Experience, Language Ability, Family Adaptability, Settlement Adaptability, Community Support, Age and Financial Resources.

Application Process:

Skilled worker has to carry out a job search in Saskatchewan by contacting employers and sending them their applications and resume for the available jobs. If interested the Employer will contact the applicant for further information. Check:www.SaskJobs.ca

Saskatchewan employer who wishes to permanently hire a foreign worker must submit to the SINP: A copy of the Letter of offer of Permanent employment to the foreign worker stating position, wage, benefits and company contact information along with relevant documentation.

   
   

Entrepreneurs:

   
 

Entrepreneurship means establishing a new business, purchasing an existing business, or entering into a joint venture or partnership. In addition applicants must meet the following criteria:

  • Have a minimum of 3 –5 years of business experience or management background

  • Conduct a Exploratory Visit to Saskatchewan that includes a Visitation Seminar and interview with a SINP Business Immigration Officer;

  • Provide evidence of their knowledge about Saskatchewan

  • Business Plan which provides assessment of business opportunities along with level of investment, type of industry and professional advisers in Saskatchewan

  • A minimum personal net worth of CDN $250,000

  • Willing to invest a minimum amount of CDN $150,000 in a proposed business or buying outright an existing business

  • Intend to own 33.33% of their business or invest at least $500,000 into business

  • Make $75,000 "good faith" deposit that is refunded once business is established & sign a Performance agreement

  • Fulfill terms of Performance agreement within 2 years of landing or deposit will be forfeited

  • Play an active role in the management of business

Application Process:

The first step is visiting Saskatchewan to gather information about your Business Proposal. During your visit, you will have to meet with representatives from the SINP and a variety of relevant organizations.

Entrepreneur must conduct an exploratory visit to Saskatchewan of not less 5 days & contact the immigration branch for an interview. He has to apply to SINP under Entrepreneur category along with relevant application forms and documentation.

Application will be reviewed and the applicant will be contacted. If application is successful, then the deposit of $75,000 should be made and Performance Agreement signed. Once deposit is received, a Letter of Nomination is issued & forwarded to the appropriate Visa office. Then the entrepreneur has to apply to CIC for further processing of his papers. If everything is in order, CIC will issue a Permanent Resident Visa. Once an applicant lands in Canada he has to report to the SINP office and fulfill requirements of the Performance Agreement within 2 years.

   
   

Family Members:

   
 

Canadian citizens or permanent residents living in Saskatchewan may have family members living in another country who may qualify to live and work in the province.

  • To be eligible under the Family Members category one you must:

  • Be between the ages of 18-49

  • Include a signed affidavit of support from one or more family members in Saskatchewan that indicates they will provide settlement assistance and financial support to you and your family

  • Must have completed at least one year of post-secondary education, training or apprenticeship and have received a diploma, certificate or degree

  • Posses at least one year of work experience in your field of education / training;

  • Have sufficient language capability to be employable in Saskatchewan that can be verified by education and language testing such as IELTS

  • Have a full time permanent job offer from an employer in Saskatchewan or, intend to find work in Saskatchewan and have adequate funds to live in the province after arrival.
   
   

Long Haul Truck Drivers:

   
 

The SINP Long Haul Truck Driver Project allows Saskatchewan trucking firms to bring workers to the province for occupations requiring a high school diploma or on-the-job training under Service Canada's Temporary Foreign Worker policy.

Long haul truck drivers can work in Saskatchewan for approved trucking firms on a foreign work permit and, if offered permanent employment by their employer and working for a minimum of six months may apply to the SINP for permanent resident status in Canada.

  • To be eligible for a Foreign Temporary Work Permit and for nomination by the SINP, foreign long haul truck drivers must:

  • Have a job offer of full-time, permanent employment from a Saskatchewan trucking firm approved under this category.
  • Be working on a temporary work permit for an approved Saskatchewan trucking firm for a minimum of six months;

    Posses a current Trucking license equivalent to a Saskatchewan class 1A driver’s license
  • Prove that they have completed two years of trucking experience

  • Qualified to receive a security clearance and visa eligibility for travel to the United States

  • Establish their English language ability such as speaking and reading English with reasonable fluency. Pass an International English Language Testing System (IELTS) at level 6 or greater

Application Process for Long-Haul Truck Driver
A foreign truck driver must obtain a job offer from a Saskatchewan trucking firm approved to participate in the SINP / SC Long-Haul Truck Driver Project.

Individuals with job offers can become eligible for nomination for permanent resident status in Saskatchewan through a two-step process.

Step 1 – Obtaining a Work Permit
Individuals with a job offer from an approved Saskatchewan trucking firm must first apply to the CIC visa post in their country of residence for a work permit.

CIC will review the application for a work permit, and decide whether the foreign worker meets Canadian criteria for working and residing temporarily in Canada. The CIC post will issue the temporary work permit directly to the applicant.

Step 2 – Obtaining Landed Immigrant Status
After the foreign truck driver has arrived in Saskatchewan on a temporary work permit and has worked for an employer participating in this project for a minimum of six (6) months, the foreign worker may apply to the SINP for permanent landed immigrant status.

The long haul truck driver applicant must submit an SINP application package to the Saskatchewan Immigration Branch.

   
   

Health Professions:

   
 

This class allows foreign-trained health professionals, who have been working in Saskatchewan for at least six months under a temporary work permit, to apply for landed immigrant status under the SINP.

It is divided into three sub-categories: Physicians, Nurses and Other Health Professions.

Physicians:
SINP can nominate Physicians whose educational and professional certifications qualify them for employment in Saskatchewan.
Eligibility for the Physicians Sub-Category:

  • Provide proof of a temporary work permit confirming that you have been practicing as a physician in Saskatchewan for a minimum of six months.

  • Have an offer of permanent employment that is issued by a provincial health authority or the health education institution where you are currently employed

Nurses:
SINP can nominate Licensed Practical Nurses (LPN), Psychiatric Nurses or Registered Nurses (RN) if their educational and professional certifications qualify them for employment in Saskatchewan.

Eligibility for the Nurses Sub-Category:
Provide a photocopy of your temporary work permit confirming that you have been practicing as a nurse in Saskatchewan for a minimum of six months.
Have an offer of permanent, full-time employment issued by a Saskatchewan Regional Health Authority, the Saskatchewan Cancer Agency or other publicly funded health employer.

Other Health Professions:
SINP can nominate health professionals currently working in health occupations that are supported by the appropriate licensing body, the appropriate regional health authority or other employer.

Eligibility for the Other Health Professions Sub-Category:

  • Provide proof of a temporary work permit confirming that you have been working in an approved health occupation in Saskatchewan for a minimum of six months.

  • Have an offer of permanent employment that is issued by a Saskatchewan Regional Health Authority, the Saskatchewan Cancer Agency or other publicly funded health employer.

Note: Many health occupations require a license or other credential in order to practice in Saskatchewan. Applicants should contact the appropriate regulatory authority, to ascertain what further studies, examinations and / or certifications are needed in order to qualify to work in Saskatchewan.

   
   

International Students:

   
 

This class allows students who have graduated from a recognized, Saskatchewan post-secondary educational institution and worked for at least six months for a Saskatchewan employer under a CIC post-graduation work permit in a field related to their education to apply for landed immigrant status under the SINP.

Off Campus Employment Program:
To be eligible for an off-campus work permit, you will have to:

  • Have a valid study permit;

  • Be studying at a participating institution

  • Have been a full-time student for at least six of the twelve months preceding your application for a work permit;

  • Be in satisfactory academic standing;

  • Maintain acceptable grades and full-time student status.

  • Sign a form to confirm that you are continuing to study full time and that you are in satisfactory academic standing

  • Complete a Work permit application and Apply for a work permit.

  • Pay the Application Processing fee of $150.00

  • Student’s responsibility to find a job

Foreign Student Post Graduation Work Permit Category

An International student can apply under SINP Students category and obtain Permanent landed status if:

  • Applicant has graduated from a program of at least one academic year ( 8 months) of full-time study in Saskatchewan and has received a certificate, diploma, or degree from a recognized Saskatchewan post secondary educational institution

  • The applicant has worked for a Saskatchewan employer for a minimum of six (6) months under a Citizenship and Immigration Canada (CIC) post graduation work permit; and

  • The applicant has a current Permanent full-time job offer from a Saskatchewan employer.

  • Job may not be in an occupation related to their field of study. This expanded SINP student category now accepts graduate applicants holding permanent full time job offers in any occupation.
   
   

Farmers:

   
 

Farmers are individuals with proven experience in farming, considerable capital available to invest in a farming operation, and who have made a signed offer to purchase land for a farming function in Saskatchewan.

The eligibility criteria for the Farmer category are as follows:

  • Applicants must provide financial documents showing a net worth of $500,000

  • Make a "Good faith" refundable deposit of $75,000 and must sign a Performance Agreement attesting to purchasing a farm operation in Saskatchewan. Deposit will be forfeited if the terms are not met within two years of landing.

  • Exploratory visit to Saskatchewan for 5 days to explore farming opportunities that also includes an interview with a SINP official

  • Applicants must provide documentation such as Farm operation knowledge and experience that demonstrates that they are knowledgeable farm operators.

The Farm owner/operator category is restricted to proprietary businesses that include primary agricultural production. Other Agri-business operations may qualify under the Entrepreneur category of the SINP.
