PROVINCIAL NOMINEE PROGRAM: British Columbia
     

Manitoba takes a dynamic role in immigrant recruitment and selection to deal with local economic and labor market needs and skill shortages in the province.

Applying for a Permanent resident visa as a Provincial nominee is a two-part process:

  • The MPNP is responsible for nominating applicants for permanent resident status in Canada who have satisfactorily demonstrated their intention and ability to establish successfully as skilled workers in Manitoba.
  • The Government of Canada is responsible for ensuring that all applicants for permanent resident status meet the requirements of the Immigration and Refugee Protection Act including all medical, criminal, and background checks. The Govt of Canada has the final authority to approve or refuse the issuance of a permanent resident visa.

The Manitoba PNP has two separate categories for Provincial nomination:
Skilled Workers & Business Immigrants.

Skilled Category:
MPNP is an economic program, which selects skilled workers who have the training, work experience and language ability to be employed in Manitoba to make a positive contribution to the provincial economy.

Eligibility Criteria:

  • Legal status in country of residence
  • Sufficient training and work experience in intended occupation
  • Have a license or certification relevant to the occupation
  • Meet requirements of occupation listed on MPNP Occupational Requirements List
  • Fall in any one of the MPNP Assessment Streams
  • Enough language ability to begin working soon after arrival
  • Have settlement supports in Manitoba to assist upon arrival
  • Evidence of financial resources
  • Strong potential to settle successfully in Manitoba

Assessment Streams
Applications to MPNP are assessed under different Assessment Streams, depending on the type and strength of an applicant’s connection to Manitoba. MPNP has five Priority Assessment Streams and a General Stream.

Priority assessment streams are intended for applicants who can show the strongest potential to settle successfully and permanently in Manitoba. Applications accepted in a priority assessment stream will be assessed before applications received under the General Stream.

Eg: Priority assessment stream includes: Employer Direct Stream - A Permanent full time JOB OFFER in Manitoba which is PRE-APPROVED by the MPNP.

General assessment stream includes some applicants who have completed education or work experience in Manitoba.

EMPLOYER DIRECT PRIORITY ASSESSMENT STREAM
The MPNP Employer Direct stream is a priority assessment stream that helps employers recruit and retain a foreign worker with required skills for a position they may not have been able to fill with a permanent resident or citizen of Canada. 

Under the Employer Direct stream, priority will be given to:

  • Employers who apply for Pre-approval of job offers - showing that they have made a genuine effort to recruit for the position in Canada and are offering a wage and benefit package in tune with labour market standards and sufficient to retain the worker in Manitoba.
  • Employers who can express that they will provide additional supports to assist newcomers with their settlement needs or have the support of the local community in regions of Manitoba where the MPNP sees a significant need for settlement services for potential newcomers
  • Applicants who have a Pre-approved job offer as well as the training, work experience, licensing or accreditation and language ability required for the position and who can satisfy a program officer that they intend to establish permanently in Manitoba successfully
  • Applicants who are currently employed full-time for the last 6 months in Manitoba on a temporary work permit with a permanent offer of employment and who can satisfy a program officer that they intend to establish permanently in Manitoba

The MPNP will provide successful employers with Pre-Approval letters describing the type and number of positions, which have been pre-approved, and any conditions attached to the pre-approval. The employer will provide a copy of this letter to applicant to include with Skilled Worker application to the MPNP.

International Student Stream:
The International Student Stream is a priority assessment stream for international students who intend to live, work and establish their careers in the province of Manitoba.

An MPNP applicant is eligible to apply to this stream if:

  • Graduated from a post-secondary program of at least one academic year in Manitoba
  • Successfully applied for a post-graduation work permit from Citizenship and Immigration Canada and is currently working in Manitoba
  • Currently working in Manitoba and has received a full-time, long-term job offer from their employer
  • Has been working for that employer for at least 6 months

International Student Stream Application Process:
Step 1: International Student Graduate Applies for a Post-Graduation Work Permit
Step 2: International Student Graduate Submits Complete Application to the MPNP
Step 3: Manitoba Completes an Assessment of the Application for Nomination

Business Immigrants:
The MPNP program is to attract outstanding businesspersons who are able and willing to make a capital contribution and to be active in a new or existing business in the Province of Manitoba.

The MPNP for business allows the province to recruit, select, and nominate capable business people from around the globe who have the intent and ability to move to Manitoba and establish, purchase a business or become partners in an existing business.

Business applicant’s proposals will be assessed on the economic benefit they intend to bring to Manitoba. Some of the value-added businesses, which provide meaningful and lasting employment opportunities in Manitoba are preferred such as: Manufacturing, Food processing, Information & Communications Technology, Pharmaceuticals, Biotechnology, Energy and Primary Production in areas of mining, fishing, farming and so on.

The eligibility criteria are:

  • Minimum personal net worth of CDN $350,000
  • Minimum amount of equity investment of CDN $150,000
  • Show business experience or 3 years of experience in senior management role of a successful company
  • Establishment or purchase of a business in Manitoba
  • Exploratory visit to Manitoba to investigate business opportunities for 7 days
  • With approval of application, Deliver a Cash Deposit in the amount of CDN$75,000, guaranteeing the establishment or purchase of a business in Manitoba.

Business applicants have to fulfill some requirements of the Deposit Agreement such as:

  • Mandatory level of investment is made in intended business that is undertaken
  • They have 2 years from the date of landing to fulfill the requirements of the Deposit Agreement. Once their investment has been verified in the proposed business, the $75,000 deposit will be returned to them
  • Any changes to the Deposit Agreement must be discussed and approved by Manitoba Trade and Investment before proceeding with the business

Business applicants who are nominated by the Province of Manitoba will be required to apply for immigrant visa through a Canadian Visa Office.
