| PROVINCIAL NOMINEE PROGRAM: Newfoundland |

Newfoundland PNP seeks to take on immigrants who have specialized occupational or entrepreneurial skills and may nominate immigrants, who can contribute to the economic and collective goals of the province for permanent resident status.
The different categories of the Provincial Nominee Program are:
- Occupational/Skilled Worker
- Immigrant Entrepreneur
- Immigrant Partner
- International Student
Depending on which type you qualify for such as, skilled worker, immigrant entrepreneur or immigrant partner the steps in the Application process will differ accordingly. |

| Occupational/Skilled Worker |

This program nominates persons who have specialized skills that have a critical impact on the operations of an employer, which are not otherwise obtainable in Canada. A Skilled worker is one with specialized skills and experience who may fill a labor shortage or specialized need in the existing provincial employment market.
Skilled Workers who wish to apply in this category must meet the following criteria:
- Must achieve a minimum of 50 points on self assessment
- Nominees must settle in Newfoundland and Labrador
- Have sufficient ability to communicate in either English or French.
- Permanent job or job offer from a employer in Newfoundland
- Meet provincial credentials standards for professional licensing requirements
- Occupation should fall within the strategic sector list
In this category applicant must achieve a minimum of 50 points on self-assessment and a permanent job or job offer is evaluated if it falls within the strategic sector list. |

| Immigrant Entrepreneur |

An immigrant Entrepreneur applicant is one who intends to be self-employed and wants to start a new business or purchase an existing business in Newfoundland.
Immigrant entrepreneurs who wish to apply in this category must meet the following criteria:
- Eligible Business Activity: Priority will be given to entrepreneurs who intend to establish an active business or purchase all or part of an existing business that has supportable prospects for expansion in a sector identified by the Strategic Sector List.
- Business Experience: Entrepreneurs must have a minimum of 5 years of senior management or direct entrepreneurial experience in a business alike to the one proposed.
- Net Worth: Entrepreneurs must have a minimum net worth of CDN$450,000, including minimum liquid assets of CDN$350,000.
- Investment in a New or Expanding Existing Business: Entrepreneur should be prepared to make a minimum direct business investment of CDN$200,000 in equity to establish an eligible new enterprise or purchase all or part of an eligible existing business in Newfoundland.

- The immigrant entrepreneur's Provincial Nominee Application;
- Two original, dated, and signed Performance Agreements along with a deposit of CDN$100,000. This deposit will be held in escrow and will be returned to the Applicant provided that he/she has established the proposed business and has abided by the terms and conditions of the Performance Agreement
- Prior to nomination by the province, the immigrant entrepreneur will be required to provide evidence that an additional CDN$100,000 is available to establish a new Newfoundland based business, or purchase all or part of an existing business
- Provide evidence, to the satisfaction of the Department, that the immigrant entrepreneur has a further CDN$150,000 in liquid assets.

- Performance Agreement: Sign the Performance Agreement as it sets out the terms and conditions of the immigrant entrepreneur's investment required under this category.
- Business Plan: Entrepreneurs are required to prepare and submit a detailed Business Plan outlining how the new enterprise is to be successfully established. Business Plan submitted with the Pre-Assessment must have sufficient detail to resolve the issue of eligibility and suitability of entrepreneur.
- Exploratory Visit: Make at least one exploratory visit to Newfoundland to know about business / entrepreneurial environment of the province. The exploratory visit and interview will not be waived and is mandatory.
During the visit, the entrepreneur is encouraged to gather additional research on his proposed business plan and to meet with appropriate business owners, industry associations, financial institutions, real estate agents, and other community groups to assess adaptability and successful business and settlement prospects in Newfoundland.
A detailed business plan must be submitted following the exploratory visit and must be received by the Program Officer in order to complete the appraisal and determine the entrepreneur's eligibility to submit an application to Provincial Nominee Program. |

| Immigrant Partner: |

Immigrant Partner category is proposed for prospective immigrants with business or entrepreneurial skills and expertise who wish to associate, in a limited manner, with other prospective immigrants in establishing a new business to be located in Newfoundland or invest in an expanding existing Newfoundland company.
An immigrant partner applicant is one who invests and actively participates in a new or existing business as a Director or a senior manager located in Newfoundland.
Immigrant Partners who wish to apply in this category must meet the following criteria:
- Net Worth & Liquidity Requirements: Immigrant partners must have a minimum net worth of $750,000, including minimum liquid assets of $350,000.
- Investment / Equity Requirement: Immigrant partners must make a minimum business investment of $200,000 in equity to establish an eligible new enterprise or purchase/invest in an eligible existing business within the greater St. John's area or $100,000 in equity outside the northeast Avalon region.
- Good Faith Performance Deposit: Applicant must certify his intention of settling and establishing or purchasing/investing in a business in Newfoundland. To guarantee this intention, applicant is required to place $25,000 in trust with the Government of Newfoundland.
- Exploratory visit: Immigrant partners are required to make an initial exploratory visit to Newfoundland. Following a pre-assessment of the immigrant application, the province will issue an invitation for the exploratory visit. During this time, the immigrant partner will meet with a Program Officer for an official interview. The interview process will assist the Program Officer with the assessment of the nomination application.
- Eligible Investees: The company must be a for profit corporation and its authorized capital structure permits the issuance of shares to an immigrant business partner. Priority is given to immigrant partners who wish to invest in a business that is listed on the strategic sector list.
- Business Plan/Proposal: Immigrant partners who wish to establish a new business are required to prepare and submit a business plan will allow the Province to assess the feasibility of the new business and impact of business operations on the local economy.
- Local Company Requirements: Eligible Newfoundland companies interested in attracting immigrant partners are required to make available to the partner an Executive summary business plan or Prospectus prior to the partner(s) investing in the said company.
- Investment Selection: Immigrant partners will invest either $200,000 within the greater St. John's area or $100,000 outside the northeast Avalon region via common shares in an eligible Newfoundland and will take an active role in the company as either a director or as a senior management employee at level "O" under the National Occupational Code.
Immigrant Partners should play an active role in the company. In distinguishing active role, the Entrepreneur immigrant is engaged on a Self-employed basis in the business, while the Immigrant Partner may be either employed as Director of the company, or as a senior manager of the company, as defined at level "O" of the National Occupational Code Classification. |

| International Student: |

International students who have been studying in this province are eligible to apply to the Provincial Nominee Program and meet the following requirements to qualify for this program:
- Graduated, within the past two years, from a recognized Newfoundland and Labrador post-secondary institution.
- Obtained a certificate, diploma, or degree for a program of at least two years in length
- Need a full-time permanent “Job offer” from a Newfoundland and Labrador employer related to their field of study or
- Have a realistic expectation of employment in the near future.
- Obtain a Post-Graduation Work Permit and have the necessary qualifications and sufficient language ability for the position being offered.
- Intend to settle permanently in Newfoundland and Labrador
- Demonstrate sufficient language ability to perform employment duties
- This category will receive priority processing on their Canadian Permanent Residency applications.
